AJR 30 calls for the federal Congress *not* to enact the federal Senate's proposed bill, S.1009, Chemical Safety Improvement Act, in its current form, due to provisions that provide for the preemption of a state's authority to protect the public from toxic chemicals. The AJR outlines California's proactive stance on restricted substances, including its Safe Drinking Water and Toxic Enforcement Act of 1986 (commonly called Proposition 65), its Green Chemistry Program, and its Air Resources Board regulations on emissions of volatile organic compounds (VOCs) from consumer products and other topics. The AJR will be transmitted to President Barack Obama and Vice President Joe Biden; to John Boehner, the Speaker of the House of Representatives; to Mitch McConnell, the Majority Leader of the Senate, to the authors of federal bill S. 1009, and to each Senator and Representative from California in the federal Congress, among other stakeholders.
