China’s Ministry of Environmental Protection (MEP) has issued a Notice regarding the strengthening of management on manufacturing, sale and use of Hydrochlorofluorocarbons (HCFCs). The Notice implements the Montreal Protocol on Substances that Deplete the Ozone Layer.

Under the Notice, China will implement a quota system covering the manufacturing and use of HCFCs in order to gradually phase out their use. Enterprises shall submit a quota application before October 31, every year.

The MEP is responsible for inspecting enterprises to see if they qualify. The inspection and approval will generally finish every year before 20 December and the quota permit will be issued to qualified enterprises.  All HCFCs manufactures must obtain a quota permit for manufacture and all enterprises that uses HCFCs with annual quantity exceeding 100 tonnes for controlled purpose must obtain a quota permit for use. Sales enterprises must submit records to the MEP before October 31 each year.
