On November 13th, 2012 China's Ministry of Industry and Information Technology published the Notice along with the Draft catalogue for Comment.
Local authorities, industry associations, enterprises and the general public are encouraged to send in their Comments and suggestions on the Draft catalogue (which lists toxic and hazardous materials and their alternatives under the categories (A) "heavy metal alternatives"and (B) "substitution of organic pollutants", which are used across a variety of industries) by November 27th.
The Draft product catalogue is published under Notice no 372/2012 "Request for Information on Substitutions to Hazardous Substances", which implements China's National "12th Five Year Plan" on Industrial Clean Production, Notice No. 29/2012.
