The meeting was a gathering of different stakeholders to discuss their experience of the use of energy efficiency labels for household goods across Europe. The project itself aimed at summarizing the European experience of the new energy labelling scheme under Directive 2010/30/EU on labelling of energy related products. It covered the use of energy labels for white goods (refrigerating appliances/dishwashers/washing machines/air conditioners) which use the A+++ to D scale in their energy efficiency labels and televisions which are the only product to still use the A to G scale in accordance with the legislation. Energy labeling of lamps were excluded from the study. The preliminary results of a study presented by Dr. Pernille Schiellerup from CLASP, found that there is sometimes a misunderstanding by consumers of the meaning of the energy labels. In a lot of cases consumers were not aware that changes in ecodesign legislation had already made the use of lower bands on the energy scale redundant, so that such products cannot in fact be placed on the market at these lower energy efficiency levels. The splitting of the A+, A++ and A+++ is also perceived as a weakening the market. Product testing and market surveillance of the energy efficiency labels is seen as the weakest part of the legislation. Product testing and verification is possible however it is very expensive and a lack of enforcement is seen as a bit of a loophole. Also enforcement authorities in Europe do not generally publish the results of testing of products unlike Australia, where information on product testing is publicly available.
