The US has very much taken the lead in this area through the adoption of the Dodd-Frank Wall Street Reform and Consumer Protection Act and Securities and Exchange Commission Rules 2012. David Engvall, Covington & Burling LLP, presented an overview of US regulations by explaining the compliance steps necessary for companies to abide by these laws. Signe Ratso, Director of trade strategy and analysis and market access, DG Trade, European Commission, presented the progress that the EU is making in order to create a European conflict minerals scheme. She described the results of a recent public consultation on a possible EU initiative for responsible sourcing of minerals from conflict zones. Following the public consultation, an internal impact assessment process is currently ongoing within the EU and a Commission legislative proposal and Communication is expected by the end of 2013.
