The proposed amendment would strike the existing 16 CFR 1110 in its entirety and replace it with the new proposed rule. The new proposed 1110 would clarify when consumer products are required to be certified. The proposed rule would require that only finished products that are subject to a consumer product safety rule under the Consumer Product Safety Act (CPSA), or similar rule, ban, standard, or regulation under any other law enforced by the CPSC, must be accompanied by a General Conformity Certificate (GCC) or a Children's Product Certificate (CPC), as applicable. Component parts of a consumer product are not required to be accompanied by a certificate. The new proposed 1110 would also revise and elaborate on acceptable forms of certificates, establishing requirements for language, format, and electronic certificates, as well as content requirements for GCCs, CPCs, and component part cert Finally, the new proposed 1110 would add a new section to prevent duplicative testing in cases where a standard incorporates or refers to an existing mandatory rule for children's products. For instance, some of the durable infant and toddler standards may fully incorporate or refer to an existing mandatory rule for children’s products, such as the rule on lead in paint (16 CFR 1303), and the rule on small parts (16 CFR 1501); in such cases, although each applicable standard must be listed on the certificate, a certifier may certify compliance to both the standalone rule and the rule as incorporated into another standard, by testing it once as part of the larger standard where it is incorporated.ificates.   CPSC will accept written comments on the proposed 16 CFR 1110 for 75 days after its publication in the *Federal Register*.
