Following a negotiated rulemaking effort, DOE issued a [pre-publication](http://energy.gov/eere/buildings/downloads/2014-12-22-issuance-alternative-efficiency-determination-methods-basic) *Federal Register* notice of final rule covering AEDMs, basic model definition, and compliance for commercial HVAC, refrigeration and water heating equipment.
