The proposed SNUR covers any use in a consumer product. However there is a proposed exception covering use of certain chemical substances in coatings, elastomers, adhesives, binders, and sealants resulting in less than or equal to 0.1% by weight of TDI in a consumer product. In addition, EPA is proposing that the general SNUR article exemption for persons who import or process these chemical substances as part of an article would not apply. The deadline for comment is 60 days from the date of publication of the Notice in the Federal Register.
