The Act, which had been in train for more than four years, was finally passed into law in early July 2016. Part 2 of the Act concerns waste electrical and electronic equipment (WEEE) and marks an important achievement for Ghana’s management of e-waste. Ghana’s e-waste problems have been well documented. Agbogbloshie, a suburb of the capital Accra, has been termed the world’s largest e-waste dump. While there has been some controversy over the scale of the importation of waste electronics to the area, there is no denying the growth in the demand for electrical and electronic equipment by Ghanaian consumers. This comprises both new EEE and used but functioning EEE. The Basel Secretariat published a document in 2011 titled Ghana e-Waste Country Assessment [http://www.basel.int/portals/4/basel%20convention/docs/ewaste/e-wasteassessmentghana.pdf](http://www.basel.int/portals/4/basel%20convention/docs/ewaste/e-wasteassessmentghana.pdf) . This study looked at the WEEE industry in Ghana and noted that Ghana has a significant market for secondhand EEE. This in turn leads to higher rates of e-waste generation, a phenomenon that is only going to increase with the proliferation and demand for consumer products. Part of the 2011 report set out the objectives of the national strategy regarding WEEE which included developing a legal framework for importation of EEE, introduction of levies and fees, mandatory licensing, the establishment of an EEE management fund and for the control of WEEE management. Ghana’s new WEEE law is a significant development to help tackle the environmental impact of improper treatment and management of WEEE in the country.  According to Henry Okine, Program Coordinator at Ports Environmental Network-Africa (PENAf) and consortium partner within the DOTCOM Waste project ([http://www.dotcomwaste.eu](http://www.dotcomwaste.eu)), the objective of this Act is to provide for the control, management and disposal of hazardous waste and electronic waste and for related purposes. Part One of the Act deals with hazardous wastes and other wastes and seeks to domesticate the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal. Part Two deals with electrical and electronic wastes. The Act prohibits the importation, exportation, transportation, selling, purchasing or dealing in hazardous wastes or other waste, or depositing of hazardous wastes or other wastes on any land in the country or in the territorial waters of Ghana except as otherwise provided for in the Act.
