The bill would require major sources of greenhouse gas emissions to begin reporting their emissions in 2014 and require the department of environmental conservation to promulgate regulations to reduce the state greenhouse gas emissions to 1990 levels by 2016, with further reductions every 5 years to achieve an 80% reduction in emissions by 2050.
