In order to benefit from the extended transitional period, producers would need to prove that products were manufactured prior to June 1, 2014. The prohibition on production of textiles containing the substance would remain the same. The recommendation reflects a compromise position between the agency and industry. Industry have reported that the ban will cause significant financial loss to manufacturers, on account of the long period from manufacture to placing on the market and large stocks already produced. The Environment Directorate countered this by stating that the ban was in discussion for several years and industry has had adequate time to adapt its manufacturing processes.
