In accordance with the regulations, companies manufacturing or importing the listed substances have three years to prepare their registration dossiers. Seoul-based chemicals consultancy, [**Chemtopia**](http://chemtopia.net/eng/index/index.asp)(who confirmed the information directly with the regulatory authority Korea Chemical Management Association (KCMA)) has advised Compliance & Risks that Section 2 of this Notice grants importers and manufacturers a 6-month transitional period (until 1 January 2016) in which to submit their chemical confirmation in accordance with the Chemical Control Act. The chemical confirmation is the report submitted to the KCMA by manufacturers and importers of products prior to manufacture or import, after confirming the product contains any regulated chemicals or new chemicals in its composition. The report is submitted only once to the KCMA, however a re-submission is required for change in product name, HS code, exporting country, or composition. Chemtopia has advised that if companies continue to export the same product, but it includes PEC in its composition, then they should re-submit the chemical confirmation again to the KCMA before 1 January 2016 during this grace period. However, if the product including PEC is not exported to South Korea until a later date, the chemical confirmation can be done just before the product is imported.
