At least 12 other agencies were also looked at for their responsibility in consumer product safety in various areas, including public health and law enforcement. GAO is mandated to identify federal programs, agencies, offices, and initiatives with duplicative goals or activities. Consequently, they reviewed: - which federal agencies oversee consumer product safety and what their roles and responsibilities are; - the extent and effects of any fragmentation or overlap; - collaboration among agencies to address any negative effects of fragmentation or overlap in the oversight of consumer products. The report recommends that Congress look at transferring oversight of the markings of toy, look-alike, and imitation firearms from NIST to CPSC, and the establishment of a formal collaboration mechanism to address comprehensive oversight and inefficiencies related to fragmentation and overlap. Also, GAO advises that the Coast Guard and CPSC create a formal coordination mechanism.
