The bill would amend the federal Toxic Substances Control Act (TSCA). The purpose of the bill is to promote uniform protections to human health and the environment through regulating chemical substances in commerce while minimizing undue burdens on commerce. The bill would establish requirements for testing of chemical substances and mixtures. Per the bill, manufacturers and processors would be required to develop new hazard and exposure information related to a chemical substance or mixture in accordance with this section if the information is needed to perform a safety determination or to ensure compliance with a federal rule. The bill would also require manufacturers and processors of new chemical substances or chemical substances intended for a new use to submit a notice of intent not later than 90 days before manufacturing or processing begins.
