Ecology adopted the rule language that was made available for public comment in July 2013. Public comments received on the rule proposal, and Ecology's response to public comments, are available in an explanatory statement accompanying the rule filing. The rule applies to companies that make children's products, such as toys, cosmetics, jewelry, and baby products. Per the amended Rule, manufacturers are no longer required to report on the presence of n-butanol in their children’s products. Manufacturers are now required to report on the presence of TDCPP in their children’s products. The presence of TDCPP must be reported in all notices required to be filed after 31 August 2014. The first reports for TDCPP will be due in February 2015. The changes to the rule become effective 22 November 2013. The projected due date for first reports under the revised rule is 28 February 2015.
