This has been was added to the Government’s Legislative Center in October 2016 and analysed in accordance with legislative procedures. Following this, the document was made available to all mayors, province marshals and government entities associated with environmental protection, requesting their comments. Based on the Environmental Protection Act, the draft introduces a new price list associated with the unit charge rate for landfilling. The rates have been calculated up as far as 2018, with some being defined for a three-year period extending to 2020. It is important to note that the main purpose of this Regulation is to encourage all entities taking part in waste collection to increase performance of both recovery and recycling, which should result in a reduction of waste placed in landfills. Moreover, it should help Poland to achieve established EU goals following on from Directives 1999/31/EC on the landfill of waste, 2000/53/EC on end-of-life vehicles, 2006/66/EC on waste batteries and accumulators, 2012/19/EU on waste electrical and electronic equipment (WEEE), and 2008/98/EC on waste.
