The regulation, issued by the Ministry of Environment and Urban Planning, aims to harmonize Turkey's national legislation on chemicals with that of the European Union. Modeled on Regulation (EC) 1907/2006 on Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), the Turkish regulation is closely harmonized with EU provisions, markedly reflecting the measure in both form and content. Applying to the manufacture, placing on the market or use of certain substances on their own, in mixtures or in articles and to the placing on the market of mixtures, the text incorporates provisions on the following: - Registration and notification of substances in articles and exemptions thereto; - Requirements for generation of information on intrinsic properties of substances; - Chemical safety reporting and the duty to apply and recommend risk reduction measures; - Data-sharing;  - Safety data sheets; - Downstream user chemical safety assessments and the obligation to identify, apply and recommend risk reduction measures. Further detail is provided in Annexes 1-18, in line with the EU approach, on matters including but not limited to: provisions for assessing substances and preparing chemical safety reports, specific information requirements in accordance with tonnage for manufactured or imported substances and a list of substances subject to authorization. The Regulation will to enter into force on December 23, 2017, with a number of exceptions. The existing Turkish REACH, in force since December 2008, will be repealed upon entry into force of this regulation.
